Outgoing NATO Secretary General Anders Fogh Rasmussen has named Islamic State, or IS, and Russia as the key threats facing the military alliance, accusing Russia of "trampling" on post-Cold War peace.
Speaking Monday at a meeting of the Carnegie Europe think tank in Brussels, Rasmussen said NATO member states faced challenges in the east and the south "on a scale we have not seen over two decades, and they will endure for years to come."
"To the east, there is Russia. We have tried long and hard to build a partnership with Russia in a way that respects Russia's security concerns and based on international rules and norms," Rasmussen said, according to a video of the speech published online by NATO.
"Regrettably Russia has rejected our efforts to engage. Instead, Russia considers NATO — and the West more broadly — as an adversary. Russia has trampled all the rules and commitments that have kept peace in Europe and since the end of the Cold War," he added.
Rasmussen, who is stepping down at the end of the month after five years in the job, has been a vocal opponent of Russia's "reckless" policy on Ukraine, urging Moscow to drop its perceived support for pro-Russian separatists in the east of that country.
The 61-year-old Dane also warned against the new threat posed by Islamic militant group IS, which has taken over large swathes of territory in Syria and Iraq in recent months.
While ruling out NATO military intervention against the group, Rasmussen said the "horrific atrocities" carried out by IS could provide the basis for United Nations action in the Middle East.
The U.S. has already carried out several air strikes on IS forces in Iraq, though Russia warned last week it would consider any strikes carried out without a UN mandate over Syria — a Russian ally — as an act of aggression.

Romania's energy minister said Tuesday Russia was playing games with gas supplies to cause concerns in EU states, after analysts warned that Moscow could use the flows to retaliate against sanctions imposed over its role in Ukraine.
Razvan Nicolescu said Russia's state-owned Gazprom had warned of an imminent 10 percent cut in gas to the country on Monday, only to say supplies would keep to their normal levels until at least Thursday a day later.
"I expect such situations to happen again. It is a game attempting to cause concern in some EU states. It has happened in Poland, Slovakia, Austria," Nicolescu told an energy seminar.
"I think those who play such games are going to lose a lot in the medium and long term by ... damage to their reputation."
Nicolescu said Gazprom had given no reason for the initial planned cut. The company said it was fully satisying the needs of its "European partners," in a statement after its board meeting on Tuesday.
With winter approaching, Russia's neighbors and other gas customers have been on particularly high alert for any sign Moscow could use its role as Europe's biggest gas supplier to strike back at economic penalties imposed by the EU and Washington over Ukraine.
The United States, NATO and Ukraine's government have accused Russia of sending troops into eastern Ukraine to bolster pro-Moscow separatist rebels. Russia has dismissed the allegation.
Poland, Slovakia and Austria have reported slight declines in shipments in recent days from Russia.
Poland's Deputy Prime Minister Janusz Piechocinski said on Saturday that temporary disruptions in supply in recent days "were in fact an attempt from the eastern supplier to test Poland's reaction."
Gazprom said it was not able to supply Poland with the volumes of natural gas it was requesting. But energy analysts in Warsaw have said Russia may be using deliveries to Poland to send Europe a tentative warning it will retaliate if Brussels goes through with new sanctions.
Romania imports only about a fifth of its gas needs from Gazprom through intermediaries, and produces the rest in local fields managed by state-owned producer Romgaz and oil and gas group Petrom, controlled by Austria's OMV.
Nicolescu said European Union state Romania would not be hurt should Russia cut off supplies even in the event of a harsh winter, as it has stored significant gas amounts underground.

A Russian group has hacked 1.2 billion usernames and passwords belonging to more than 500 million email addresses, according to Hold Security - a US firm specialising in discovering breaches.
Hold Security described the hack as the "largest data breach known to date", BBC reports
It claimed the stolen information came from more than 420,000 websites, including "many leaders in virtually all industries across the world".
Hold Security did not give details of the companies affected by the hack.
"They didn't just target large companies; instead, they targeted every site that their victims visited," Hold Security said in its report.
The hackers also got access to data from botnets - a network of computers infected with malware to trigger online fraud.
Hold Security said the botnets helped the hacking group - which it dubbed CyberVor - identify more than 400,000 websites that were vulnerable to cyber attacks.

Ukraine’s security services produced what they said were two intercepted telephone conversations that they said showed rebels were responsible for downing a Malaysian airliner.
In the first call, the security services said, rebel commander Igor Bezler tells a Russian military intelligence officer that rebel forces shot down a plane Thursday.
In the second, two rebel fighters – one of them at the scene of the crash – say the rocket attack was carried out by a unit of insurgents about 25 kilometers (15 miles) north of the crash site. Neither recording could be independently verified.
One of the fighters, who states he is at the site of where the plane came to the ground, describes seeing scattered debris. He later describes finding the documents of somebody he identifies as an Indonesian national studying at “Thompson University.”
A rebel is also heard asking, “Any weapons there?”, to which another replies, “None at all. Civilian things, medical stuff, towels, toilet paper.”
Following is a video from the Ukrainian security service website that shows the conversation between rebel fighters:

The downing of a Malaysia Airlines jet over Ukraine has led to speculation that the same carrier’s missing flight MH370 may also have been blown out of the sky by a missile.
The missing airliner with 239 passengers and crew aboard was travelling from Malaysia’s capital, Kuala Lumpur, to Beijing on March 8 when it lost contact with air traffic control.
No trace of it has been found since despite a huge search involving ships from a host of nations including the UK, which sent HMS Echo.
Malaysia Airlines was heavily criticised for its handling of the aftermath of the crash when distraught relatives were deliberately kept in the dark over developments during the frantic initial search.
An explosive book, Flight MH370: The Mystery, made the sensational claim that MH370 was accidentally shot down by US or Thai strike fighters as part of a training drill that went horribly wrong.
Written by British author Nigel Cawthorne, it puts forward the theory that the exercise was to involve mock warfare on land, water and in the air using live ammunition. One passage reads: “Say a participant accidentally shot down Flight MH370. Such things do happen. No one wants another Lockerbie, so those involved would have every reason to keep quiet about it.”
New Zealand oil rig worker Mike McKay has also suggested the plane was shot down shortly after it stopped communicating with air traffic controllers. He claims to have seen a burning plane crashing in the Gulf of Thailand.
Meanwhile conspiracy theorists have suggested the plane landed secretly at a US military base on Diego Garcia in the Indian Ocean. Others maintain it was hijacked to Afghanistan.
Experts, however, are convinced the passengers and crew are most likely to have died from suffocation after a pressurisation failure while the aircraft flew on automatic pilot before crashing when it ran out of fuel.
The Australian Navy’s ship Ocean Shield, which carries a robot submarine, is continuing to scour the ocean floor for the plane’s black box which could reveal exactly what happened.

Russia’s Military of Internal Affairs is enforcing a crackdown on police attire in response to rapidly rising hemlines on the skirts of Russian policewomen.
The ministry found that policewomen were shortening skirts to above their thighs and wearing stilettos. Policemen, meanwhile, were cutting off their shirtsleeves and incorporating items of civilian clothing into their uniforms, reports Russian daily Izvestia.
The crackdown aims to prohibit all these irregularities. Along with the stricter dress code, new orders also forbid the use of headphones or earphones on duty.
Deputy Interior Minister Sergei Gerasimov insisted that unprofessional apparel would undercut the authority of the police force and said that violators of the new code would be punished. “When you meet people, the first thing you see is their clothing, and for a police officer fulfilling his duties, it is crucial to have a tidy and neat appearance,” Gerasimov told Izvestia.
Mikhail Pashkin, a chairman of the police officers’ union, suggested that policewomen had been flouting regulations because they wanted civilians to find them attractive. “Perhaps the girls want to get married,” Pashkin told UPI.

A Russian lawmaker has proposed a new law that will ban women from wearing high heel shoes.
The opposition lawmaker has introduced the bill that would ban certain types of sneakers, ballet flats and high heels in the Customs Union, due to the health risks posed to the user.
State Duma Deputy Oleg Mikheyev of the A Just Russia party, sent a letter to Viktor Khristenko, the chief economist of the Customs Union - comprising of Russia, Belarus and Kazakhstan - asking him to add orthopedic regulations codes.
Mikheyev blamed heelless footwear such as sneakers, ballet slippers and stilettos for various foot disorders.
Canvas sneakers also seem to affect the battle readiness of the Russian Army, with young men being drafted into service for the first time this year, because the projects committee could not find a sufficient number of recruits.
“In the past, women suffered from uncomfortable shoes, because most of the complications were caused by high heels. Now, the risk group also includes men,” Mikheyev said.
Orthopaedic Surgeon Vladimir Khoroshev agreed that high heels and flats could cause health problems, such as memory loss and bone problems.
